Steve Billingsley

Mr. Steve Billingsley
served as
the Chief of Staff for the Inland Northwest Research Alliance
(INRA) for three years prior to becoming the Executive Director on
August 1, 2004. Steve is
responsible for carrying out the goals of
the Alliance, including developing and implementing strategic plans,
developing business opportunities, monitoring contract and fiscal
performance, managing human resources,
budget development, technology transfer and intellectual property
programs, sales and marketing, University communications, as well as
acting as Principle Investigator for the Subsurface Science Research Institute
program (under US Dept. of Energy contract # DE-FG07-02ID14277).
Billingsley reports to
the INRA Board of Directors, consisting of the Presidents of the eight
member universities. He also works closely with
the INL to develop collaborative research opportunities between INRA
faculty and INL researchers.
Prior to
joining INRA, Steve was Vice President of Engineering with American
Purification, Inc., where he was responsible for business development
and planning, project and program management, product development and
testing, pilot and laboratory design and implementation for new
technologies, and project engineering and design. Prior to his work at
American Purification, Steve worked as a Development Engineer in the
Electrical & Chemical Processing Group of the Environmental Technology
Division at Pacific Northwest National Laboratory (PNNL), where he
managed projects, performed lab and pilot work on innovative remediation
technologies, and assessed the feasibility of new technologies. He
has a Bachelor
of Science in Chemical Engineering, earned at the University of
Washington. |
Fred Sica
Director of Business
& Research Development

Mr. Sica's
current responsibilities include campus on site coordination, INRA
Symposium and Workshop development, Finance subcommittee oversight and
Business Plan Administration. Fred has a long history of non-profit and
private sector senior management experience, including his role as
Executive Director of the Henrys Foundation, a research and conservation
organization dedicated to the understanding of the unique properties of
the Henrys Fork of the Snake river. Fred graduated from California State
University, Long Beach in 1980, earning a Bachelors degree in
Communications. Fred has been the Director of Business and Research
Development since January 2005. |
